(2) The non-official members of the Board shall be paid travelling allowance for attending the meeting of the Board at such rates as are admissible to Grade I Officers of the Central Government and daily allowances shall be calculated at the maximum rate admissible to Grade I Officers of the Central Government in their respective places. (1) (i) The Central Government may appoint one of its officials as Secretary to the Board and appoint such other staff as it may think necessary to enable the Board to carry out its functions. (ii) The salaries and allowances payable to the staff and the other conditions of service of such staff shall be such as may be decided by the Central Government. When a vacancy occurs or is likely to occur in the, membership of the Board the Chairman shall submit a report to the Central Government and on receipt of such report the Central Government shall take steps to fill the vacancy by making an appointment from amongst the category of persons to which the person vacating membership belonged and the person so appointed shall hold office for the remainder of the term of office of the member in whose place he is appointed. The appropriate Government may, by an order notified in the Official Gazette,-(a)     appoint such persons, being Gazetted Officers of Government, as  it thinks fit to be licensing officers for the purposes of this Chapter ; and (b)     define the limits, within which a licensing officer shall exercise the powers conferred on licensing officers by or under this Act. (1) In every establishment coming within the scope of the Act adequate and suitable facilities for washing shall be provided and maintained for the use of contract labour employed therein. (2) Separate and adequate screening facilities shall be provided for the use of male and female workers. (3) Such facilities shall be conveniently accessible and shall be kept it clean and hygienic condition.
